I know the AROTC scholarship can be used for either tution/fees or room/board. DS accepted a scholarship to a school where tuition is much higher than R&B. However, as a freshman, he will be eligible to comptete for a departmental scholarship that, if he were to get it, would make his tuition obligation much smaller.
Is it possible to start with the scholarship paying tuition and flip it later to pay for R&B? It would be cheaper for the Army.
He would probably try for the scholarship even if it didn't make a difference with tuition since it has extra academic "perks".
