No idea what the rest of your package is, but you may very well be a candidate for prep. And no, you do not have to be a ‘minority or athlete’ to attend. Prep is for people that need to strengthen something in their application, that they feel will succeed with that boost, and they want to appoint.
You mentioned your GPA. But what are your classes? Are you doing well in challenging AP classes? Or basket weaving. See the difference? It’s something they look at, that you are taking the most difficult classes offered. If you are doing well in easy classes, prep school won’t help you the following 4 years. If you are rocking AP Chem, calc, and Lit, your act/sats ‘should’ reflect that after so much prep. Something doesn’t make sense.
Re recruited athlete: if it’s an individual sport, you can easily check stats online and see where you stack up. A team sport, it’s a little more difficult to gauge but you should have an idea. They have a sports recruiting questionnaire you should fill out. It’s not too late, if they are looking for what you have to offer, they will talk to you. Perhaps you won’t be their high level, blue chip athlete, but maybe they are interested in having you on the team. Blue chips get an endorsement on their application from the coach, the others? Maybe an annotation (I have no idea) but you won’t know if you don’t try.
Are you wondering about the current class cycle? If so, have you already submitted for your nominations? Our deadlines have already passed. You cannot skip past this step. Even blue chip athletes need a nomination.
Lastly, do you have a solid backup plan? You may also be a candidate for self prepping for a year, taking a first year usafa like schedule and doing well, reapplying then next year. There are several posters already here posting that this is their 2nd, 3rd try. Have you applied RITC? Have a solid plan B and beyond.
Do you have a chance? No way to know, but those scores are for sure not your strong point in your application.
