FY 19 Line Scholarships??

Today our cadre received news that FY 19 is all supposed to get line scholarships as long as they weren't already contracted. My question is that if I'm in the national guard and awaiting SMP non-scholarship paperwork to push through, will I be able to ETS and get that line scholarship? One Captain made it seem like that's what would happen but it would just take some time. But the Recruiting/Admissions Officer said it's complicated and kind of confused me on the subject so I think he's still not sure what's gonna happen.

Bottom line, out cadre said FY 19 is getting line scholarships and automatic active duty even if they're SMP(unless they've already been on GRFD scholarship), and I wanna know if I'll be able to ETS out of the TXARNG and get this scholarship? I know I can still get AD son SMP non scholarship but obviously the line scholarship is what I'd rather have.
 
Not all MS19 cadets will get a line scholarship, nor will they all get Active Duty. Cadet Command has 500 new line 2.5 YR scholarship for MS19 cadets that they are in the process of awarding.

Are you already contracted with ROTC? If so, then you can not get a scholarship. If you are not contracted with ROTC, you can compete for a line scholarship. If offered one, you would have to be released by the ARNG. Typically, Cadet Command requires a 368 (conditional release signed by your unit) when submitting a cadet in the USAR/ARNG with a line scholarship.

Your ROO should be able to give you all the specific details, and whether or not they are submitting you for a line scholarship.

Well what our APMS said was that anyone who didn't already have a contract was going to get a line scholarship, is it possible he meant that just for our detachment? Meaning they're planning on trying to get all nonctracted MS2s in FY19 on line scholarship? They even briefed the 4's and told them the same thing, that FY19 are going AD and getting line scholarships. And also, like I said I was already waiting on paperwork for SMP non scholarship, so would I still be able to get line? And how hard/easy is it to get the conditional release? I don't mind the SMP non scholarship but obviously if I can get on a line scholarship it would be much preferable.

The difficulty in getting a conditional release depends on your unit. You should try to get one signed now, so that your ROTC program can submit you for a scholarship. However, talk to your cadre to see if they would.

As far as MS19, the CG of Cadet Command wants to give everyone in that mission set a scholarship, however there isn't money to do that unless Congress gives the Army more money to do so.

As far as the scholarship funding for your school and BDE, I don't know the details. It is possible that your BDE is allocating money to your school to put all cadets on scholarship. What I do know, that is not currently happening across the board and there isn't enough money to do so.
