The idea is that your Montana guy reaches out to a Congressman in Oregon and asks for an Oregon nomination for your DS. These people are coworkers and often do favors for each other.
And if your DS is a good runner, it never hurts to reach out to the cross- country coach to get on the recruit roster. Never too late for that and coaches can influence admissions and help with last minute matters.
