Yes, cadet candidate only. There's paperwork in the portal that explains this. If you're signing up with the accommodation package, USMA arranges the one-way airfare, one night hotel shared accommodation, bus ride to West Point from the major NYC airports. If not getting this package, you get reimbursed a fix standard amount based on travel from your home address on record up to USMA.

We traveled as a family, my son filed the reimbursement paperwork the first few days during Beast. He got reimbursed during Beast in July.
