I have received and accepted my offer of appointment for USNA's class of 2023. I've received a "folder" in the mail just now which contained a Certificate of Accomplishment and a large picture with descriptions on the back. Is this the permit to report package? The timing fits, but what I know about the PTR doesn't. Is there going to be another package sent out?

No. That is the BFE. The PTR will contain tons of paperwork such as sizes for uniforms, security clearance forms and many others. And don’t worry too much about sizes as it’s an estimate USNA uses to try and ensure they order the right sizes for the mass orders for Plebe summer. You will try it all on and be measured over and over again Plebe Summer to include I Day. PTR I would expect to ship in the next few weeks.
