I'm not saying that we should continue to spend that 400m on tanks next year but do realize that alot more goes into government purchasing than a regular commercial company. The government knowingly spends a little bit more sometimes to help keep small businesses afloat and keep competition in that particular marketplace. The basic idea is that one day these small businesses that we are funding will one day be up there with the big dogs. Not saying that the tank provider is a "small business" just know it normally comes down to more then just $$'s when it comes to handing out big government contracts. At the same time if the army doesn't need/want the tanks they can always not spend the money. While congress can obligate the funds to army for particular things, the power to spend stays within the army contracting section. If they have made it public knowledge that we don't need these tanks it would almost be border line illegal to spend that money on tanks.
