Government shutdown

Hi, do any of you know how the government shutdown will impact scholarship/stipend payments? I just got an email this morning saying all Cadet Payment Requests have been suspended until further notice.
 
I don’t know for sure, but I have to imagine that the answer is yes. If combat troops pay will be withheld then it seems logical all others would be as well
 
I would not worry about this too much; it’s not going to last very long. Let the children play.

Keep in mind that Congress made sure that even during gov shutdown they will continue to be paid. They are so very special so they deserve special benefits that they vote for themselves. The expectation from us is that they continue to work, come to a solution and do their job.

The issue right now is that the "Pay Our Troops Act" that was passed during the shutdown of 2013 has expired, Congress would have to reinstate it and the bill is on the floor today. Whether they pass it or not it will still need to be signed by the President. I have a hard time thinking that any side would hold back on this to push an agenda but this has not been normal for a while.

If they do not pass this Act and the shut down ends before Feb. 1st then the military should see no impact on their pay, if the shutdown lasts past Feb. 1st without passing this Act then AD military members will paid only for the days worked prior to the shutdown. They will of course still be required to show up for work.

I expect they will pass this act but then again who knows these days.

If the shutdown continues to drag on, you may want to keep in touch with your university accounting office in regard to scholarship payments, you could start to see invoices and you'll want to keep in communication with them.
 
Answer is yes. In total agreement with migs.

I thought about moving this thread to "Off Topic" but since the first question was related to the ROTC programs, I've decided to leave it here. If posts start straying off things that impact ROTC programs then I will move it. I suggest if you want to comments on the shutdown in general you do so on a new thread in "Off Topic".
 
Son's AFROTC Scholarship posted to his account this week. They were notified that if shutdown continues they will not be receiving their stipend/spending money.
 
I would highly doubt that it will go past the 1st of the month, thus your stipend will not be impacted.

If it is a scholarship payment aspect, I would bet that the det. informed the Bursar there would be no payment until the govt is up and running again.

My DH works for the AF as a GS. They have been updated daily when it was looming. He knew no later than as of mid-week last week that if the govt shut down he was to report on Monday, sign papers and leave. Just saying that I would bet the det CoCs were also told to contact the Bursar regarding payments in case of a shut down.

OBTW as much as this seems huge in your life, understand that there are fail safe aspects so you will be impacted in a very small way. I get that maybe 200 bucks is a lot to you (stipend), but believe me the school understands the impact of the shutdown.
~ IE DS attended UMDCP, host dets for AROTC, NROTC and AFROTC. NROTC is small there, but AROTC and AFROTC are huge with det size of 200+ cadets. All in all, the bursar is slammed with many cadets/mids in the same predicament as you.

OTOH, my DS (ADAF) was deployed this a.m. from Dyess TX for a 6 month deployment. He and his wife do not know where his situation falls. He had to start with a hop skip and a jump (commercial airline) to get to the staging area for this deployment. They may now turn to him there and say you are not going anywhere until this is resolved. To them it means days away from his wife and his DD (1 yr old) if he has to sit there and twiddle his thumbs.

Just sit back and let them fight.

Combat troops are still getting paid. Every military member should be reviving their pay check on the 1st.
Not 100% sure about rotc or how it works, but that is what we were told by the Commandant at USAFA

Keeperkat90 - Active duty service members will not receive their full pay February 1st if the shutdown continues. They will only be paid for service prior to January 20th. If it is resolved quickly or if new legislation is approved for their pay they might. Read this link - the section on "Troop Pay".
 
AROTC is correct AD members will not receive their full pay Feb 1st if the shutdown continues. I can't recall from when Bullet was AD what the cutoff date was for pay, but I think it was 5 days. I am not sure if that was business or actual days. Either way it basically works out to not getting paid if this goes past Friday.

To illustrate this fact even more, USAA has announced that for their service member customers they will offer them 0% int. loans to assist them to cover their pay loss during the shutdown.

There is going to really hurt the young married enlisted impo. Go shopping in any commissary and what you will always see is some young wife working there. Thus, not only is the service member not getting paid, but because the commissary will not be open during the shutdown, those spouses also will not get a paycheck.
~ Many also work at the on base daycare or if they work off base they use it too. IE Service members are still required to report to work, and if their spouse works off base, but they use the daycare it could be that they now are scrambling for daycare.

Again, I am not really that concerned. Why? Because when all of the MoCs have to make their own coffee or answer the non-stop phone calls/emails from constituents that had a trip planned to visit the Statue of Liberty or the Smithsonian only to find it closed. Or them calling because they are suppose to go on a trip in 8 weeks and now their passport application is on hold. Plus, I think for the Leaders/Whips the fact that they can't use the AF planes to fly home for the weekend than will get back to the table really quick.
~Here's a little tidbit that I find comical. Part of this shutdown is about DACA. Well, guess what? Due to the shutdown E-Verify will not be accessible to check legal status for employees.

There are hundreds of thousands of workers that will not be at work come Monday, and for the majority of them they will not be allowed to collect unemployment or even try to use their vacation time to get income coming into their household. Thus,this shutdown will have an impact sooner or later on many local economies.
~ I work for a national mens clothing retailer, and live in No VA. I can guarantee you that our numbers will be down because clothing is now a luxury. Bullet went to get his haircut yesterday at a barber shop that typically has a 20-30 min wait on a Sat. (lots of military, GS and alphabet workers...FBI, CIA, SS, IRS, etc) He walked in and there was no wait. Why? because come Monday they knew that all they were doing was walking into their building signing their official paperwork informing them they are furloughed and leaving. That 20 bucks maybe needed next week to fill their gas tank! Betting the same is true for our local dry cleaners regarding getting shirts pressed.

The one thing a shutdown does is remind people how much the govt drives the economy and that it is not just the military not getting paid.
~ Back in the early 90's when BRAC was occurring, the mayor of Mt. Home was pressing for the base to be closed because the 111s were noisy. This was in the day when you could either have direct deposit or OMG a check handed to you on payday. The Wing King knowing he did not have support of the mayor, asked the bank to get a large supply of $2 bills to use for small denominations. He informed the troops that what he wanted was everyone to pay in $2 bills. On Monday the mayor called and said mercy! I get it now because the town was over flowing with $2 bills everywhere!

My cadet received an email that scholarship and stipend $ is on hold until shutdown ends. I am sure that schools will work with scholarship students, but they cannot wait forever for the $ and the kids have signed promissory notes so we need to be ready to fork over the funds or they take additional loans until the fiasco is over.

I think it is great that you are thinking long run, but honestly I really can't see this going for more than a week or two, or in other words by the 1st few days into Feb. I highly doubt any college is going to say 2-3 weeks into a 15 week semester, fork over the money now or we will lock your account.
~ Additionally, I would think that they are going to be going crazy over is that some students loans are backed by the govt., and that means they are probably going to be dealing with those students since their loans will not be paid, but on the books to be paid.

Think about it. Just the AF has over 320,000 service members on AD. The Navy has about that amount also on AD. I do not know the numbers for the Marines and Army, but my guess would be that in total it would be @1.2 MILLION+ on AD. Can you hear the screams coming from them, when they are still expected to show up and defend the country, but not getting paid by the middle of Feb? Now add in parents of the 18 yo enlisted member that needs a loan from the folks to get by. Now add in the GS employees, such as the secretary that works for the Wing/Base Commander that is furloughed, a small base of 5K personnel can have 10% or more that are GS.

Honestly, from an economic aspect, our country would go into the tanks if this goes more than a week or two.
 
@Pima, I agree, I don't think it will go on very long. My understanding is that my cadet has until March 15th for the funds to show up per the promissory note he signed. Again, even IF it were still going on, which I doubt, if the school said fork it over, we would figure something out.

He's been pretty good about saving his $ so he will pay for his books up front waiting on the book $. He does have a heavy load this semester, so if he needs some money for books we will help him out, but he should be fine.

It's a good lesson, don't count on money that isn't there yet. Always have a back up plan.
 
My DD got an email from Go Army Ed saying that if she chooses to attend classes, that there is a possibility she may be responsible for the tuition. Obviously that would be if there isn't a resolution, however, it is a reality that all Go Army Ed submissions under review were suspended as of 1/20/18. Just like turtlerunnernc stated, if the school cannot wait and demands payment we will figure it out. But at this point, we are all waiting just like anyone effected by the shut down is waiting.

Holy ! Thanks for the detailed insight! E-verify, AF planes not flying officials, Commisary, etc. I never really looked too deep anytime there was a shutdown because husband always got paid due to “combat essential”. Now 2nd daughter will probably have cadet stipend and scholarship held. Will make for some interesting red tape at the bursa office.
 
Keep in touch with your university registrar. I often went until the last month or two because of late scholarship payments and they had no problem. Your NCOs or commander should be in a good relationship with them and can also keep them updated if needed.
