GPA + Differentiating Between High Schools?

I know that for civilian colleges, usually there is a regional admissions person who is extremely familiar with the high schools, their competitiveness, etc. So for example a 4.0 at one high school may not mean as much as achieving a 3.8 at another, as the latter is known to be much more competitive. Regional admissions people can weigh in and help differentiate between high schools with the admissions committee. Does this happen at the Service Academies? Or is it all about the GPA?
 
Yes school profiles are integrated into the evaluation, so not all 4.0's are created equal. The ACT/SAT score is also used to calibrate and compare between schools.

Exactly! This was communicated almost verbatim to my son by his USMA Regional Admissions Officer. School profile (and "known" school reputation) is definitely considered, and ACT/SAT scores are HEAVILY weighted (especially when many schools do not rank).
