No. Elaine Chao at least has a passing knowledge of the Maritime industry. When she accepted, it was made clear that her appearance was going to be virtual rather than changing to virtual a week before graduation. Very different story.
 
Secretary Buttagieg is a great choice for graduation speaker, virtual or in person and the mids should be honored to hear from him and listen very closely. Elaine Chao's family shipping company is a market leader in dry bulk transportation and incredibly well run.

Yes, it's been quite a roller coaster. Even this week, 70 of 88 deckies in the class failed one part of the license exam, meaning no graduation. They protested the test, were allowed to retake it yesterday, and most passed the second time. There were a lot of happy bell ringers and happy parents after the re-test.

What was the protest about? 70 people got the same question wrong? Or they just re-took a single module? Re-take doesn't necessarily mean a sustained protest.

You have to pass to graduate, on a traditional, non-covid schedule there are two weeks built in to allow folks who didn't pass license on the first go to get across the finish line. Historic first time pass rate is 60-70%, everyone in my class had passed by graduation and was allowed to walk, assuming no other issues were holding them up.
 
If you fail a test and then fail a re-take, you become a deferred graduate and have to take the test again and pass in order to receive your diploma.
