NORFOLK — A Navy board decided Wednesday that Capt. Owen P. Honors should remain in the Navy, although it also found that the lewd videos he produced for the USS Enterprise crew constituted misconduct and substandard performance of his duty..

The mixed decision by the three-member panel of rear admirals effectively closes the case against the former Enterprise captain. The panel reached its decisions unanimously.

I think it was the right decision.

I wonder if following had any influence on their decision:

Honors does face one more matter: According to testimony at the hearing, the 28-year veteran could be selected for early retirement by a personnel board. That is a separate issue, is not considered punitive and a decision is expected next month.

Basically let him retire early and move on.
 
I am sure Honors expected that his career was over, and being SERB would probably allow him to retire in rank.

I wonder where he stands on his TS clearance, does he have yrs left on it, or if he is SERB will that bring him close to running out the clock?

He is only 50 (?) that means he still has a viable 2nd career at a MS level if he wanted that. However, if he has 3 mos left on his TS, and there is another candidate, he could be without a 2nd career.

Granted he would get 70% of 10K per month, and that is nothing to squawk at, but it is still going to be less than what he was making.
