The numbers represent the number of nominations granted by each MOC. So since each MOC has 10 nominations available, a number lower than ten indicates that for that class it was not highly competitive (since ten nominations weren't granted).
Or.....it means the MOC chose not to nominate a full slate of 10. I know at least one of the TX districts on the chart is highly competitive, but the chart shows some low numbers. I can only assume that MOC did not submit full slates of 10, but only the numbers they chose to submit.

That could definitely be true. I know in my district our congressman never even has ten applicants (according to my FFR). The data is also years old and competitiveness could have changed in the time following. I don't know anything about Texas nominations but I've heard the South has always been more competitive than the North as well.
