How difficult is it to get accepted to TAMU Out of State?

My DS is a Fish in the TAMU Corp. He is from out of state (Minnesota). ACT 31 (Math 27, English 30, Reading 36, Science 30). His HS unweighted GPA was 3.73, weighted 3.93, with lots of APs Honors classes etc. A history major at TAMU. He was waitlisted 2/1/21 and once he received a national army ROTC 3 year AD Scholarship, TAMU Corp leadership helped get him off the waitlist which was awesome. He loves it so far.
