In the event you are not awarded a high school scholarship, you can apply for a scholarship as a college student. These are campus based scholarships, and the cadre at your campus ROTC unit will have information for you.
My recommendation is to call the college ROTC unit that serves your potential university and start the conversation now so that they can walk you through the process.

Are you on campus or still a HS student? If in HS, enroll in the ROTC classes. You won't be contracted for at least a year after you show up without a scholarship.
