How long do you have to accept an Arotc scholarship?

So I applied for an Arotc scholarship, for the October board to go to some pretty "prestigious" universities (Princeton, Harvard, Georgetown, University of Chicago). I'll likely receive a scholarship (not being cocky I have a 32+ ACT, 3.82 GPA, good extracurriculars, score perfect 200 on my PMS interview, etc). I'm committed to serving my country, so I also applied for some intelligence agency scholarships. If I get both the ROTC and the intel scholarship, I'd probably opt for intel, but results don't come out till march for intel. But I don't want to have accepted the ROTC scholarship and then turn down the intel one. How does this work. Can I deny an ROTC scholarhship after reciving one?
 
Yes. And if you get it, it may be before you know if you've been accepted to any schools yet. You'll have to decide where to use it carefully. If you end up rejected from the school (no offense, but that's likely at the ones named above), then you'll have to try to transfer it to a school where you were accepted. That's not guaranteed.
 
Okay thanks, but say I get into.... say Princeton (on a long shot), and I get the ROTC scholarship. And decide to use my ROTC scholarship there. Come March, I find I out got the Intel scholarship. Can I retract my ROTC scholarship and take the intel one? (I can't take both because both have summer training/ work requirement).
 
Yes. The ROTC scholarship and school acceptance are two separate things. You can decline the ROTC scholarship at any point.
 
One thing I still can't tell if you're clear on - you don't decide where to use the scholarship - the schools are assigned by Cadet Command when the scholarship is awarded. Other than that, you're good

Yeah I'm aware, I can get the scholarship at up to 3 schools, and I *might* be able to transfer them to other schools, but this is not at all guaranteed.

I did a quick search, and noted that the CIA and DIA both offer scholarship packages. One very curious thing - they appear to be Need Based scholarships, coupled with strong academics. Is that the norm for all intelligence agencies? If so, that seems to be a very strange limiting factor, especially given the critical nature of our intel apparatus. One thing I really appreciate with the various military scholarships (ROTC/SA) is that it promotes a meritocracy. I'm hoping you can show me that I'm mistaken in my quick search, and that Need Based isn't a primary screening factor!

Unfortunately, I'm pretty sure the application has been closed for a while now... and it is need based. I think the highest family salary cap is $80,000 which is infuriating because my family makes a bit more than that and they're supporting 4 kids in college with that salary... so technically I don't qualify for it... but I emailed about my situation and went ahead and applied anyways. I understand why the salary cap is there... (kids from lower income brackets often aren't able to put together as polished an application as someone from a higher income bracket, simply because they lack the resources to do so). But the scholarship is also targeting both minorities and women (I'm Black) so hopefully they might overlook the fact that my familys' income is ever so slightly above the cap.
