However, generic essay advice also needs to consider the specific question(s) the applicant is being asked to answer. MOC, for example, might ask for different input then the SA, so you can't just write a one-size-fits-all essay. The writer is simply expressing their opinion and it may/may not apply to all colleges. I would not restate accomplishments already listed elsewhere in the application unless it is germane to the essay.
