What does a CGA rejection letter look like? We just got something that said records will be forwarded for review-is this a good thing, or merely acknowledgement the application has been received?

It is exactly what it states...you are being sent to the CCEB, or review board. You should hear something soon, I would wager. Hang in there. It's tough waiting, but the time is almost up for mailman stalking. Well, for most folks, that is. Some will wait until April-May.
