Interview and Nomination as a Jr. in High School

I've just spoken with a high school junior who has outstanding qualifications. He told me that he had an interview with a U.S. Senator's nomination committee and he has received a nomination to a U.S. Service Academy. Is it possible for a high school junior to receive a nomination already or is he mistaken (if he is mistaken, what could have been the purpose of the interview)?
