If you want to ensure your file is not reviewed until the interview report is received, you would need to have your Admissions Officer notify the Operations Branch. Your record will essentially be on "hold" until the interview report is received...records are normally scheduled for review in order of completion and they wouldn't know to wait for an optional item (like the interview report) unless notified to do so.

And could "addition upload material" still be sent after application is completed?

It's still applicable, but your Admissions Officer may not think to notify Operations, so it's best to request they do so if you want to ensure your record is not evaluated until the interview report is processed. You can always submit updates to your record by e-mailing them to your Admissions Officer.
