Is a nomination required in order to be considered for admission into USMAPS or NAPS?

Today, my DS received his offer for NAPS via the USNA portal. He also received the NROTC Marine Option scholarship also. He is deciding what to do, but really wants to be a Marine Officer and the NROTC scholarship would get him that, assuming he completes everything successfully. We live in Southern California.
 
Today DD received fully qualified offer to NAPS this afternoon. She is elated as she wanted a year to prepare for USNA plebe year. Of course, she accepted. She went from CPR to offer, no LOA or waitlisting. Also, no email notification that her status had changed on the portal.

Now to notify NROTC and Virginia Tech of her changed of plans.
 
USMAPS question. DS son has been getting mostly positive feedback from alumni and others supporting him through application process. Academics are what he is concerned about. 3.95 GPA but only 2 AP and needs to continue improve ACT. Other areas look good he is told.
DS is not recruited athlete. He is going to inquire at SLE but we recently heard MAPS is mainly for athletes and active military who need transition period back into school - meaning little to no others accepted into MAPS. Is that correct - DS is very willing to attend if given that option.

USMAPS is for candidates that are disqualified through the process and it is typically for academics. These candidates also usually fall into the athletes, diversity, or active duty candidates who admission's feels do not have the academic foundation to be successful. The test scores are the biggest impact in deciding Academic qualification as GPA is not common across all candidates as each school calculates it differently. AP test are also not typically used to determine qualification because all candidates do not have the same opportunity to take these courses. The cutoff for qualification is not available to anyone outside of admissions but by looking at the class data for each year your ACT needs to somewhere around 25 or 26 to meet the minimum requirements. While this 26 would meet the minimum it would most likely not have the candidate competitive for an offer and since they are qualified they are not considered for USMAPS. The entire process is fairly objective where each candidate is scored on a set of criteria to determine the whole candidate score. Improved test scores is the single most impactful item to the WCS based on how the score is calculated.
 
USMA can offer MAPS to anyone it wishes, though it is indeed where prior enlisted and recruited athletes go, others not in those groups attend.

Do not forget about the AOG prep scholarship option a candidate might be offered. Similar to MAPS, these are not applied for directly; Admissions chooses who the offers are made to. @USMA 1994 comments apply.
