Is DoDMERB website down?

I had called also last week after several attempts over a few days of busy signals, I got a person- sounds like things are a bit rough there right now and she said they very behind on paperwork processing and reviewing exams at this point. Very pleasant, just need patience I guess
 
Site is down. won't even load. Plus, in the past when it has loaded, it comes with a certificate error and a warning to not proceed, but as I have little choice, I do. At least last week I had the option. Very tiresome!
