Is this normal

We sent a package to DoDMERB over a week ago. We sent it priority mail with signature. It was only 4 pages and we used the priority envelope. The package is still in transit. We are in Illinois. It should have only taken 3 days right or is it normal for a envelope to be routed through Puerto Rico on its way to Colorado?

Indeed odd.
Once it arrives go back to the post office for a refund since it is past the promised delivery date.
I have a son in Tallahassee and when sending stuff to the school I send it priority overnight early delivery knowing it will never get there in time.
Then I go get my refund.

You may want to fax the 4 pages and let them know that your priority mailing has been delayed.

Add the 5th page with the post office receipt and print out that it went to PR. Good luck!
