Issues with not getting paid?

My son is a freshman and received the 4 yr Army ROTC scholarship.

So far he has not received his ROTC scholarship and is getting close to being kicked out of the dorm for lack of payment. This also means he can't register for Spring classes if he has unpaid debt to the school.

I told him to speak with someone higher in the chain of command and be blunt with his officer, respectively of course.

His stipend hasn't been paid but one month since September.
 
Most colleges bursars/cashiers are pretty patient when it comes to Army ROTC cadets on scholarship. They know that the money is pending and that the Army is good for it.

I agree that your DS should be working with the HR person or the ROO to get this matter handled. Is this a battalion wide issue? Or is he the only one in this predicament?

It is interesting that he has already received a stipend before, so it is clear he is in the system.

Is your son using the scholarship for Tuition or Room and Board.

If the scholarship is for tuition then your son/and you, should be able to talk to the school and get the battalion to talk to them as well to assure them the funds are pending.

If the scholarship is for Room and Board, that's a whole different story. In this case it is up to the cadet/student to make all payments to the school for the Room and Board payments. The Army will reimburse the cadet directly, they do not pay the school. R&B payments have been notoriously late to be paid over the past years, some get it in time to make payments and there have been some that don't get reimbursed until the next semester, it can be a pain and the cadet/parents have to come up with the money to cover costs while they wait to get paid back.

I agree with AROTC-dad, have him talk to the HR person in his battalion, be the squeeky wheel.

Not to mention the fact that Army ROTC scholarship payments toward Room and Board are subject to Federal income tax per the IRS whereas tuition is not.

Our daughter is a 4yr scholarship recipient as well. We keep getting bills from the school as the Army has yet to pay her tuition. She tells us that all of her paperwork has been submitted and payment should come through soon. She's not the only cadet waiting. Just disconcerting to us to be receiving balance due every month.

My son's Norwich account is similar although the Bursar's office is very good about waiting for the Army money.
They know it's coming and have not been adding the late fee every month the balance has not been paid.
They told me, don't worry he is on the list.
This month his statement shows them taking back them merit scholarship money and adding the school provided room and board scholarship for ROTC scholarship holders.
Progress, but the balance went up. Now waiting for the Army to pay the tuition.
On the stipend front, he received another $175. Are they paying twice a month?
