Joining NROTC

I'm currently applying for a NROTC scholarship (still haven't heard back) and I would still be very interested in joining NROTC if I am not offered one. How do you join NROTC without being on a scholarship? Do you apply for it or simply sign up? Who should I contact and when?

Call the NROTC Unit at the school you will be attending, they will be able to give you all the information on the College Program.
