JROTC Nomination Question

I am a HS Junior who will be applying for a MCJROTC nomination soon. Our instructor retired at the end of my Sophomore year and he and I are close. He'd be able to knock my letter of recommendation out of the park. We got a new instructor this semester, so he doesn't know me very well at all. Our unit is much different now and not ideal for letting students show as much usefulness/capability as they were able to before. The ROTC nomination requires a letter of recommendation. Will I be able to have my previous instructor write that, or will it need to be the new instructor?
 
Unless there are instructions in the application restricting who can send recommendations then yes he can write one. If it's an "extra" recommendation that is not asked for, don't bother as they'll just toss it.

The short answer...the letter must come from the current instructor. The individual signing the nomination is asked to provide the letter of recommendation and not a previous one. However, nothing precludes your current instructor from talking to or receiving input from previous instructors (yes, if your current instructor wanted to take your previous instructors LOR, verbatim, and sign his/her name at the bottom, that can be done). In all honesty, I am not even sure how much weight this recommendation carries...after all...it is attached to a nomination versus a document the Admissions Board might see. Only 20 combined appointments may be charged under the NROTC and JROTC category...so don't forget to apply to all other sources, as well!
