This might be true now, but my DS' NS instructor nominated more than one cadet to USNA in 2011.I was an Army JROTC cadet when I applied for USAFA last year. I approached the Colonel in charge of our JROTC program asking for a letter of recommendation. He said he wouldn't, but he could nominate me. He then did a brief interview with me and nominated me under an "Honor Military School" nomination. I am under the understanding that an officer can only nominate one JROTC cadet per academy. My son received JROTC noms last year for USNA and USAFA. His high school was AJROTC, but they are an Honor Unit with Distinction, so the senior instructor can nominate to any of the academies. Say I was in AFJROTC and I wanted to go to USAFA, do I have to be in a distinguished unit?
