"What do you think is the most important aspect of COIN operations: Securing the populace, good governance, economic development, or Counter-terrorism operations".

I don't know if this one is going to come up more than once, but that's about the sickest question I have ever been asked. Thanking my lucky stars I am a Military history nerd.

In my experience as a Pizza Man, I don't understand why this is a good question?

My counter-question, if there are 4 pizza delivery men and 2 Iraqi's outside the Godfather's Pizza, what do you do? Build a wall, or shoot the terrorist?

Depends upon the city and State and their current gun laws. Also Carry or no ownership. Carried by six or judged by twelve! Maybe the Iraqui's just wanted a large pepperoni. COIN is by definition counterinsurgency and has nothing to do with securing the populace, good government or economic development.
