What kind of restrictions, if any, are there on the use of USMA-issued laptops?
No P2P software (ie torrent, Skype), no pr0n, some sites are blocked by DoD/West Point

For example, can cadets bring them home and/or use them for personal/non-WP uses?
Yes, you can get onto personal wifi and do everything WP does not let you do...not advised

Can they download software themselves? If so, are there restrictions on what type of software can be downloaded? In short, I'm wondering if most cadets have their WP laptop, but still keep a "home" laptop for personal use.
Yes, you can download anything except stuff DoD does not permit. Anything P2P, pr0ngraphic, illegal can't be downloaded. Nope, you shouldn't need a separate laptop and very few people I know have one.

But coming from someone whose roommate is on Oovoo 24/7, please do not be one of those people. Even if you are the most squared away cadet in the corps, your roommate will still want to rip out your vocal cords and destroy your computer .

I second this from Iraq. My roommate gets off shift in the middle of my sleep schedule. I do not enjoy or become a happy person by waking up and listening to six hours of "Baby, don't" or anything "Baby" at all. I'd say get a room, but since neither of us can, be considerate.
