Last minute invites for AFROTC programs?

Son has received at least two invites for 'last minute' AFROTC commissions pathways: from Cornell crosstown agreement schools and Texas A&M. Has anyone else seen these? Are they legit?
Son already committed to UT Austin NROTC unit, so doesn't understand why he's getting these invites.
 
Yes, my son has gotten at least a half dozen since he got turned down from USAFA. I am sure that the AFROTC units get a list of "likely qualified" candidates and the AFROTC attachments can pursue them as they see fit, (and if their host schools will allow late applicants.) (The ones my son has received have all had that noted.)
 
Is this a sign that AF miscalculate its new HSSP policy?
I have read of rotc detachments contacting people after they didn't get into the academy so i am not sure it has anything to do with the scholarship policy

I’m not sure what the new policy is, but none of my son’s emails have included ROTC scholarship offers. They have included, we would love to have you, the host school will waive the missed application deadline and several have included school based scholarships or tuition assistance. I’m assuming if someone pursued it they would be the same as college programers and try for a 3 yr scholarship for the remainder. (Or however that works…I have very limited knowledge of the ROTC world)
 
Same for my DS. Multiple emails and phone calls.
