Late stipend

My daughter contracted in early October and still had not received a stipend check. She was told that it’s because i changed her bank last spring and they had the wrong number, but she updated the paperwork months ago and still had not received a check. She has gone through all of the money she saved last summer and was not able to buy all of her books. She will also run out of food before she gets a check from her other job. Isn’t it illegal to pay her so late? She has gone to the cadre leader several times, and she doesn’t think he will be sympathetic to her situation. “It’s a conservative organization, mom.” Doesn’t the military do a better job of taking care of each other? Please advise.
 
A couple of thoughts....
1. Have your child open their own checking account. Bank of America offers a free student account. That way, the money goes to them directly It also teaches them to take care of themselves instead of relying on mom and dad. (Believe it or not, it is the parent who has the harder time letting go.)
2. It is a large organization and things sometimes take time. That is why students and parents are told numerous times, on this board, to only go to places you can afford to go to on your own. I find it troubling that your kid may run out of food. I am presuming they are not on a meal plan.
 
You mentioned that your daughter was unable to buy all her books, did she receive the book money yet? She needs to talk to the HR person in her Battalion, usually a civilian, they are the ones that track things like this, the Cadre probably will not be of much help in this situation. Tell her to check with the HR person to make sure all her paperwork is correct, she needs to keep up on this with them since the new year/semester has started.

Thank you for your reply! my daughter does have her own savings and checking account. She had one linked to mine when she was a minor, and I banks last March and closed that account. (This is what’s causing the delay) She opened one soon after on her own at Bank of America. The account number she gave them when she started was the old one.
She is not on a meal plan. The university gives her a check for the room and board amount funded by the army, but it is also delayed. Last year, one of her fellow cadets had to give his meal card to his fraternity (hazing). The other cadets took turns lending him their meal card and buying him food. There is also a food bank.
I’m just frustrated because four months seems excessive, and they lost the paperwork so she had to start over. It maybe several more months before she gets her September stipend, which she could really use right now. In private industry, this is illegal. But thank you again for taking the time to reply.

Thank you for your reply. My daughter said that Congress hasn’t funded the book stipend. She didn’t get it last quarter either. She just paid for her books with money from her summer job. I will tell her to contact the HR person in her battalion. She has being dealing with the cadre.

Murphy's Law at work. Sorry for the difficulties your DD is having. Seeking out the HR person, as suggested earlier, is the right approach at this point. For lurkers the best approach here would have been to leave the old account open until stipend checks started showing up in the new account.
 
Monthly stipends and the book stipend were delayed during the Fall because of the federal budget issues. I did not recieve my book stipend until after the semester ended, and my tutition was only paid a few weeks ago. Cadre said things should be back to normal (for now). My biggest piece of advice in my third year of ROTC is that everything that involves paperwork and money is pain stakingly slow.

Interesting.. my second year AROTC cadet received his $600 book stipend directly deposited in his bank account in late September

My program does not have the most attentive staff, which certinaly does not help the situation.
 
From the scuttlebutt DS gleaned along the way... no one gets paid on time when first admitted into the program. DS’ unit is on top of stuff, but it took more than 4 weeks for the stipend to start up. Presumably there is verification that he showed up etc.

Once the funds start arriving DS has heard of no problems.

The book $ shows up after the semester begins every semester, and at varying lengths of time from the start too.

Keep some funds in reserve to be prepared for bumps along the way. And encourage your cadet/MDN to inquire: no one else will be making sure they’ve been paid or their paperwork is in order.
