Leaving USCGA after 2 years

Are cadets allowed to leave any of the service academies before they start their 3rd year with no obligation to pay it back?
 
I believe so. A brief web search referenced a couple other services academies with the same policy.
 
Yes. Most sign their papers at the start of junior year with no ceremony or fanfare, but a small percentage do not return after sophomore year. For one reason or another they decided a Coast Guard career was not for them but school was ok and they stay for the free stuff. It's not a large number, but my DD knew at least one person who did so in her class.

edit: I think it's harder to quit earlier on, so summer swabs have a much longer exit path than 3c. I don't know what goes into quitting once the academic year starts.
 
Yes, they can, although the paperwork and process to depart is very time consuming. You don't just say that you want to leave and then depart the next day. I don't really understand why it takes so long when the cadet is choosing to leave, but it does. If a cadet is being disenrolled due to academic issues, honor violations, or other concerns, that process can take MUCH longer if they choose to appeal.

But yes, a cadet who chooses to leave in within the first 2 years or who is forced to leave for any reason in the first 2 years will not owe back time or money. They can also transfer their credits to most universities (at least for the main core classes).
