what should be included in a letter of recommendation that a U S Senator has requested.
 
IMHO, the general guidance is not to simply have the LoR restate the applicant's résumé. The person writing the recommendation should highlight, based on their personal relationship with the applicant, that the application has the qualities required to be a successful cadet. The LoRs I have enjoyed reading included stories of where the applicant overcame adversity, assumed a strong leadership role in a successful project, etc. and those where it is obvious that the author truly knows, respects, and supports the applicant.
 
Agree with FMHS that the letter writer ideally KNOWS you well. Don't choose someone based on "bigshot" factors. Choose them because of their knowledge of your leadership, academic, athletic abilities. They will know what to write.

Also, it is okay if you give them your resume and list of achievements. This way, the recommending person can speak to these points in the letter.

Avoid anyone who asks YOU to write a letter and offers to sign it. That request shows that they don't know you well enough.
