Letters of recommendation for congressional nomination

Hello everyone, I have gotten 3 different people to write letters of recommendation so far. However, do the letters need to be addressed toward my top academy? Or should it be general toward the congressman/congresswoman? All responses are appreciated
 
If these LORs are for your MOCs, they should be addressed to them.
 
You recommend using a 'generic' salutation, such as "To whom it may concern," or "To the selection committee" ... that is how I advise my students. Your recommenders may create different versions, but the former is easier for them. Don't forget to thank the writers and keep them advised of your progress in the application process.
