Letters of Recommendation - Salutations

I was wondering to who my Letters of Recommendation for Nominations should be addressed. Should it directly address the Nominating source ("Dear Senator XYZ"), or should I use something like "To the offices of Senator XYZ" or "To whom it may concern". Any help in this regard would be appreciated

I vote for the incumbent.

Yes, staffers may do the actual reading of the letter, and a panel may do the choosing, but the name of the person in the office is the slate owner for this purpose.
