This may be a silly question - the letters sent during BCT are just paper letters in white envelopes (I know no packages or anything in the envelopes) but would notecards in white envelopes 'attract' any attention?

No problem with notecards. Really anything general letter size works, from our experience.
With our letters, we would include a folded self addressed and stamped envelope (with a few loose additional stamps and pages) to make it as easy as possible for him. He turned into a prolific writer, which surprised us all.

Nope, only thing that will happen is all letters and packages will be opened to look for "contraband" this will be done as your basic opens the letter/box (yes people sent boxes during basic).
Nothing else will matter we don't care about what the letter looks like, or even what's written just that nothing against the rules was sent.

Now it's did happen to me that my letters were opened without me there. That's still against the law and out of conduct, however, their intentions were not to violate privacy or break the law. It was like the second day. Still if this happens please tell your basic to have a discussion with us their cadre.

We sent a few plain 3x5 notecards with every letter - they were encouraging notes we had people fill out during our DS's high school graduation parties. He said the cadre never bothered them.

Definitely this.
We also had everyone at HS graduation party fill out a notecard writing support and then we sent a couple of them out intermittently during Beast. This will be appreciated.

Plain is ok, contraband = no
I would include applicable motivational military quotes, as well as inter-service rivalry cartoons in good taste a few times.
They are all young adults and applied correctly a little humor goes a long way on some long tiring days for Basics and Cadre as well.
