LOA for USMA Timing Questions

LOA was mentioned in the Fall but didn't have official notification until January when the final checkbox turned green (transcripts).
 
Congrats to all who got those LOA. Still confused. I thought a LOA issues after an application has been completed. But from some of the posters it sounds like some pretty basic things like teacher evals and candidate statements were not yet done. What is the minimum amount of checked boxes that you need for a LOA to be issued?

I've heard of LOAs being sent with only the test scores and the questionnaire submitted; seems to be somewhat random.

It just has to be enough that the admissions team feels confident that the applicant is highly qualified. Usually that can be done with test scores, the questionnaire, and a good teacher evaluation.
 
As i have not been accepted to SLE yet, I take comfort hearing from folks who did not get into SLE but got the nom. Did your scores go up significantly from the time you applied to SLE and your actual application?

My scores didn't improve significantly but I was able to add several more leadership positions to my actual application.
