LOA & Principal Nomination

This is totally hypothetical but what if someone received an LOA and didn't place at the top of their congressman's slate (i.e. principal nominee) but still got in the slate? Would they not get appointed to WP because they weren't the principal nominee or does the fact that they have an LOA mean that any type of nomination will get them an appointment?

If the LOA specified that only a nom was needed to complete the conditions for an offer to an otherwise fully qualified candidate, a nom from any source checks that block.
