LOA Qualification Question?

Does my entire application have to be submitted before I am eligible to receive an LOA?

I have completed everything on my candidate portal except for the Candidate Statements. Does make me eligible for an LOA or do I have to complete the statements first?

My daughter received her LOA prior to all of her statements being completed. She was a recruited athlete though and that may have had a bearing.

You can obtain a LOA without completing your Statements if the rest of your file is strong.
