Nope. That's what's surprising me the most! I always thought they were exclusive to recruited athletes.

DS received his LOA in September, pending Dodmerb review and nom.
He completed his Dodmerb, received waiver for color vision deficiency in Oct, and now we're just waiting for his nom interviews next week.

Decisions on LOAs are independent of medical status....unless everything else is completed (including nomination), but the candidate is medically DQ'd pending waiver review (in other words they cannot issue an appointment due to the medical DQ). LOAs have no rhyme or exact reason...LOAs, in some cases, have been given when only parts of the application have been completed. I would not try to "read" into how LOAs are issued or chances.

DS was Qual. Received LOA 9 days after they finally got his transcript(to complete his app), which he ended up having to ask his high school to snail mail.
