LOA then 2 Q letter

Is it unusual to get an LOA and then a 2q letter (still waiting for medical paperwork to make it's way there). The letter says "you are still competing for admission." Is this standard language even with an LOA? Obviously it's all pending a nomination. Any thoughts?

This is normal. At this stage of the game, most things are considered "conditional" - if you pass medical, if you receive a nomination... 2Q is good and you are still on the path to an appointment.
