Local Detachment Scholarship vs National AFROTC HSSP?

DD interviewed with AFROTC PMS and he indicated the detachment at her preferred college may consider awarding her a 4-yr scholarship that is decided at the local detachment level, not at the board level for national AFROTC HSSP. PMS indicated that in the event of this type of scholarship being awarded, DD would need to decide quickly whether or not to accept as she would then be removed from board consideration for the national AFROTC HSSB scholarship.

Is this common? Do all detachments have this type of scholarship available?
