Does the admin office give leeway if the passport and birth certificate (due to passport requirements) are not sent in prior to the deadline? We are in the process of applying for the passport and we are hoping it is here before we have to send in all the paperwork.

Just call admissions and let them know. This is somewhat common. I know of several people who had thier passports processed late. Just send all that you can at the moment (like the birth certificate).
