Unfortunately I did not receive the Marine Option NROTC scholarship the first round. My recruiter told me only two were given out in my "district" (area?). I had a letter of recommendation that came in late which wasn't counted but my officer recruiter said I would've gotten it if it was on time. He said I was number 3 on the list of applicants. Is the second board with the same applicants and any new applicants from my area or is it a national pool? Thanks.
 
The applications roll over. Other applications are accepted until the application deadline closes.
 
The second board will include any non-selects from the fall board, plus all the applications received after the fall board started. It's a national application process, but the Marine Corps holds boards on a district by district basis, unlike the Navy.

Do they try and distribute the awards regionally or are they just spreading out the review task?
 
You know, I'm not exactly sure how MCRC parses out numbers of offers to each district. MCRC and NSTC operate their scholarship boards entirely separate from each other. I can tell you that the USMC is currently aiming to commission 300-350 new officers each year via NROTC (I don't have access to the precise number on leave). So, they'll aim to give a certain number of offers based on their expected yield, and those offers get parsed out to each district to award.

I do know that by running boards on a slightly more local level they allow the recruiters and officers who have been involved with the candidates have a little greater role in the process. Not a bad way of doing business, just different from the Navy side of the house.
