I am wondering how the process works for surgery clearance. If a applicant has surgery does he or she have a mandatory amount of time before being cleared to attend the academy. Or is it a matter of when the operating doctor clears the applicant. This is an ACL by the way.

Just starting off by saying I am not a doctor by any stretch of the imagination, but surgery clearance is usually granted when the doctor clears the applicant. I received a “release to full activity” form which was signed by my doctor which led to my medical qualification. This was for a remedial by the way and I am guessing that the process should be the same for an ACL surgery.
 
Hope for best, plan for worst. Try and complete your application as early as possible to get DodMERB started anticipating possible remedial / waiver process. That can take time even for routine issues.

Better question maybe is how it will impact your CFA prep if you want to get your app done early.

The DODI says any ACL surgery within the past 12 months is DQ.

However, I would recommend having at least 1-2 seasons of sports after surgery to demonstrate knee is back to normal. I’m not a DODMERB reviewer or waiver authority recommender, but if my kid got ACL surgery in Dec 17 and getting a DODMERB exam Dec 18, I’d be on pins and needles wondering how the review will play out unless my kid participated in a fall sport like football and had no issues.
