Medical waiver anxiety

My daughter broke her ankle in a competitive track meet as a HS freshman, leading to an eating disorder which she has overcome. She disclosed this in her medical evaluation and now has received notice this may be disqualifying for her admission to USAFA. This was an event-driven medical challenge - do you think she has a chance at a waiver approval? She is #1 in her class and has a 1450 SAT.
