I am a junior right now. I was thinking about contacting my MOC about meeting with him. I know that it is early and they have a specialized process, but would my chances of getting a nomination improve by getting on a person to person basis early on? Or would it just be annoying, unneccesary, and not a good idea?

No, yes, yes, and yes.

See my post in a related thread in the Nominations section. You do NOT, I repeat do NOT, need to get to know your MOC personally to obtain a nom. The very reason MOCs use citizens' committees to (essentially) make the nom decisions is to avoid this very thing. The overwhelming majority of folks who receive nominations simply go through the process and never meet their MOC. (A few MOCs may conduct their own interviews, but most don't).
