MOC lost election -- questions

My son has applied to all sources for a nomination but his best bet was our congresswoman (strictly based on numbers because Illinois is a pretty largely populated state so the 2 senators are going to get a lot more applications than the representatives). She lost her primary in July and her term ends January 3, 2023. He completed the application process on her website in a timely manner but has heard nothing. It did say everyone who applied before November 1st would be interviewed and no one has called to set up an interview. He's called but the physical office is closed and you only get a VM when you call. No one has returned his call. At the recommendation of his BGO, he contacted the incoming MOC (who currently represents a different district until January) to ask if he is the proper person to apply to. Fortunately, his deadline hasn't passed but it's tomorrow.😬 We never thought that he could apply to someone who is not our current representative because I assumed he would be entertaining applicants from his current district.

That said, if an MOC is out of office in January, will she even submit a slate? Does anyone have experience with this? Her website had the application and procedure posted but I am sure it's the same one that has been up with the dates changed. And before anyone says let my son do this, he is doing as much of is as he can but he can't be on his phone during the school day and no one is returning his voicemails at this point anyway. Any thoughts?

EDITED TO ADD: He received a call back from the new MOC stating that he did the right thing in applying to the current MOC as it is still her responsibility to handle these right now,
