MOC Nomination Denial Due to Having Presidential and/or NJROTC Nominations

I am curious. Has any candidate ever experience verbal advice during MOC interviews to not expect specific MO nominations due to already seeking or obtaining other nominations, even with an impressive application package? My DS did.
