NAPS question

I read somewhere on this forum that there is a small window between not being competitive enough for direct admission but over qualified for NAPS or foundation so candidates slip into the TWE (thin white envelope) category. Can anyone elaborate on this? Is NAPS not intended for the small percent who were just under the acceptance cut off?
 
Qualification for NAPS is Physical and Medical. Those appointed to NAPS lack the necessary academic caliber. If you are triple qualified, then yes, you have the chance of falling in that gray area of walking away with nothing but a TWE and hopes for next year.

I would say that "gray area" is rather large and that most applicants are in it.
