My DD is on a nomination slate where there is no primary nominee. Therefore if she ends up in the national pool and receives an appointment, will the MOC still give her a call?

Maybe ... not all MOC's call even principal nominees. It depends on how your MOC does it. The MOC is notified for all appointments in the District - so your MOC would be made aware of the appointment. Typically the MOC is notified a week or so prior to the SA sending the BFE - this is a courtesy from the SA to give the MOC the opportunity to call (or write) the candidate if the MOC so chooses. Again, not all MOCs choose to make that call or even write that letter. Many MOCs choose to allow the SA to be the first notice to the candidate.
